Dining rooms from Tazza in New York to Cole Valley Cafe in San Francisco have a no cell phone policy, and many others ask diners to use proper cell phone etiquette.
In 2006, a New York City councilman even proposed a ban on cell phones in white-linen restaurants.

That’s a GREAT idea! We should at least try to adapt that! We should also ban cell phones from grocery stores – just the other day a woman ran into my cart because she was walking and texting and not watching where she was walking!!
